This article is basically saying that Iran has been developing illegal weapons and trading them with an unkown party in Iran. Not necessarily the official government, but most likely a terrorist organization. Iran keeps insisting that its nuclear program is purely peaceful and aimed only at creating nuclear energy but it is clear that this is not the case.
